Request for exchange to Nigerien CFA and delivery

I have a bit of an odd request. I am interested in transmitting a few hundred USD worth of Nigerien CFA to someone in the Zinder region. With Western Union fees and so on, it would be nice if I could use Bitcoins instead, but internet cafes are not common there, and I don't know of anyone in Niger that uses Bitcoin.

Consider this a call for anyone in Niger, especially in the Zinder region willing to do this. I am able to get confirmation from the final recipient via text messages.  PM me if you're interested.
