We are comparing two different things here, one is a country while another one is a company.
China can launch their coin easily because they are aiming to be regulated in their country and have complete control in their law on the other hand Libra wants to get a regulation from the US and they do not have control over that country law.
If we swap their position, I believe China will face the same problem as Libra.
