Do they? I haven’t read any statement saying that they have been sentenced and should pay it back. Besides, I read that they described the ICO as a non-refundable donation...

Sorry to say but I think Tezos is going away for good. At least it seems like that to me. Very low chances of recovery.

Unlikely. It was promising at one point, but now seems like it's more false hope and wishful thinking
