What is responsable for the decline in Bitcoin and increase in Altcoins

None. Traders are just looking to get some quick profit off of altcoins that's why they trade it whenever it is profitable or whenever there are some good news that could pump the price up. The recent crash in bitcoin was due to the hype made by several big names in the market (Jihan Wu, Roger Ver's "publicity stunt" by moving 25k bitcoins and shills in reddit and twitter) for Bitcoin cash which made traders transfer their money in there first to get in the pump. It was successful but nonetheless stupid since those money are now pouring in bitcoin again.
