How many scammers have stolen since the date you created this thread until today? to answer is: many. If you want to have a service like this that you intend to create, then you will need to have a great reputation, start by showing work.
In order to help catch scammers, one has to have a good reputation online and offline. The crook catcher has to be trusted well enough to get the support of the Bitcoin and cryptocurrency community. With that said, I am fully supporting of any move to cleanse the ranks and files of the Bitcoin community of any scammers. We don't have any place for people whose livelihood is centered on fooling people to splurge their money and then leave them empty-handed.
I even believe that this idea (a very simple one but very much needed) has been too late. The whole Bitcoin and cryptocurrency community must be linking together and help promote awareness on the many scams that have already infiltrated this fledgling but potentially explosive industry.
We all should be anti-scammers and if there is a tool or a site we can use then we should be supporting it. I suggest that OP give a focus on this project and should link arms with other interested cryptocurrency enthusiasts as well. The site can even be turned into a money-maker if done correctly.
