Webpage content change notification app.

Anyone can suggest a tool which would monitor particular webpage and notify if monitored value goes below some integer. For instance I would like to be notified when a number goes below 60.

You probably need a custom app made for that.

You would need the app to parse the page and identify the value, then notify you if it dropped below 60.  I don't think there are any tools that are that customizable.
