Parity Wallet Exploit- Info on Devops199?

He claimed to be a newbie and "just learning" but why was this person going around trying to make himself the owner of random contracts and calling the kill() function?  

He also claimed to be studying the exploit that occurred earlier in the year which led to the loss of 30 million USD worth of ETH. Why was he studying this and trying to replicate it?

It all just sounds very suspicious for a nondeveloper/newb to be doing this. Is there any more information about this guy/gal that people have seen other than the github convos?
