Remove all graphics cards and drives and all external devices except the keyboard
make sure the memory modules are in the correct slots (slot 1&2 if you have two modules)
make sure you have connected the 8-pin power connector to JPWR2
clear CMOS
When it tries to boot the CPU fan should start spinning and it should complain that there's no graphics card.
What does the Debug LED Panel say?
