Which antminer is better? Which one would be better for high ROI ?

What coin or algorithm do you want to mine?  That will decide which antminer you should get.  If you want to mine scrypt coins like Litecoin, then get the L3+.  If you want to mine X11 coins like Dash, then get the D3.  If you want to mine SHA-256 coins like bitcoin, then get the S9.

Since you posted this in the Altcoins section, I'd assume you don't want to mine Bitcoin with the S9. And in all honesty you shouldn't because the S9 is highly unreliable.
With that said, the Antminer L3+ will earn you much more as of the time I wrote this post when compared to the Antminer D3, and you will get your money back much much quicker.
However you should account for the power supply and the electricity cost. I can't tell you anything about these things so you'll have to do the research yourself.
