I've been playin around with my XFX RX580 GTS XXX 4GB (Elipda/Hynix) I'm able to do about 166w Dual mine ETH/DCR 29mh/s-870DCR. I'd ideally like to get that wattage lower what is everyone else doing to get lower watts?

Here what I've tried
Modded BIOs using Anroak power save. As a starting point.

Changed TDP limit to 105, max to 115.
Core clock to 850mv, Memory 960mv
1130 Core. 2050 memory.

ETH only I pull about 136~ watt
ETH+DCR pull 166

I'm using windows to flash and SMOS for testing. In SMOS I tried both not using the OC tool built it, and using the OC tool with 1130/2050/ and tried different PS 2/3/6


So far I have some fluctuations for 1-2 GPUs going down to 25 Hh/s and bouncing so I assume these are unstable, but when I disabled them in claymore, a different GPU would then start bouncing around.   

I've seen youtube others pull about 121w per card for ETH only using MSI RX580 8Gbs. How is he achieving this? What are you guys achieving?

Try to flash the timings and value of energy consumption via PBI. A subsequent modification to produce through OverdriveNTool.

I also have similar GPU they consume when dual mining 86 watts. I friend of mine through teamviwer changed the BIOS. I'm not an expert in the settings downvolt but I'm stating a fact. Perhaps this is an indicator to which you should aspire. Consumption 86 watts, speed Eth 30 DCR 886, reduce the heat of chip 51 degrees Celsius, fan speed 55%

I have overdriveNtool, but using it with Blockchain drivers (aug 23) whenever i change a setting like memory/voltage it will move to a different powerstate! If i change Powerstate 7 to 1130/2000, it will move to powerstate 6 the core will then clock to that setting, if i change power state 6 etc and so on. It's really stupid. If I hard BIOs mod, then it will not do this Although I have to hit "Reset" on Overdrive tools everytime.

How is your friend getting it to 86w? can you give me your BIOs/clocks?

Probably "measures" through  GPU-Z...real consumption is usually double than GPU-Z says

Yep.  GPUZ always shows the core GPU consumption but not the whole Video Card consumption from the wall.
Mine is around 85 watt in GPUZ and 130 from the wall  single mining ETH.   Dual mining goes even higher from the wall.
