Are meme coins generally scam?

What are meme coins? Scam or not, from a legal viewpoint.
For example, Dogecoin- what purpose does it serve?
or take any other meme coin without proper utility.
Why is SEC interested in ICOs that provide no utility to their tokens thus being securities and
not interested in these scammy coins by popular opinion?
Are they scam or are they for fun and just being a currency?
