Activate your neteller account ? Why do you need bitcoins to activate it ? To remain active they just need you to login and not send money to it.
And I really don't think people would accept paypal for bitcoin .

He is wanting to send paypal for bitcoin and giving a reason that doesn't make any sense.  Avoid doing business with as this is an obvious scam!
