I have a few Asus Strix 570s, MSI Gaming X 570s, etc.

I picked up a MSI Armor 570 over the holiday weekend and it needs ~20% more power to get the same hash as any of my other cards, 580s included.

The usual timing mods, mild undervolt, etc applied. But at every step of the way it's needed at least 20% more power than any other card I've used.  TDPs/power settings in the bios are close or match the other cards.

Has anyone else noticed this?

I'm pretty sure you are 100% correct. This is the reason that people consider the 470 superior, the 570 uses more power and only slightly faster, otherwise just a refresh.
