Newbie HELP

I'm a newbie and kinda struggling with this account

My problem is that:
1. I cannot reply/post forums in a particular topic, I can only "Watch  |  Notify  |  Mark unread  |  Print"
2. I can only post here
3. I've tried to look for their contact us form but wasn't able to see it
