Would it be possible to develop a cryptocurrency that builds a protocol into the blockchain by administering specific lines of the code into each block and having following blocks refer back to lines in previous ones? Essentially creating a software that is developed over time and eventually run with a specific function in mind?

Also, would it be possible to make it so that in order to access the program within the blockchain you must pay a certain amount of the coin that is produced through mining? This would tie the value of the coin to the usefulness of the blockchain program.

I have essentially zero knowledge of programming so i would love to hear thoughts from anyone with expertise in this area.
