The card is an xfx r9 radeon 390x. Biostar 250-btc motherboard. Latest bios.

The card will run when plugged directly into the 16 Slot.

When I add a riser, windows will not boot and sometime starts to boot but picture is pixelated. Replaced riser and cable...still same problem.

Suggestions?

Is the onboard gpu enabled? What happens if you attach a display to one of the outputs of the onboard graphics?
