What is the penalty for submitting invalid share(not stale share) to pool in pool mining? Some mining pool like minergate penalize account balance for submitting invalid share.
Is there any general rule to penalize for submitting invalid share? OR the mining pool simply reject the invalid share, no penalty is imposed on the miner, is it the case?

If by invalid share you mean "a share that still conforms to the structure of a share, but doesn't make sense in the context of the work given to the miner", then the pool would just reject your work.  Only valid share submissions are counted towards your rewarded work.  My pool just lumps all non-valid submissions into a single "invalid" category.  When you log into your dashboard, you see your valid shares and your invalid ones.

The penalty?  Invalid shares aren't counted towards your eventual reward.  Let's take an extreme example: you submit 50% valid shares and 50% invalid shares.  The result?  You get half of what you were expecting.
