I am currently using Bitcoin-Qt 0.8.3 and store my Bitcoins locally on my computer.

I am thinking of migrating to Electrum.

Does Electrum accept the wallet.dat in the Bitcoin's default installation director or will it create its own wallet?

I don't believe electrum accepts wallet.dat but you can simply send your coins from one client to the other if you just want to migrate them.
