Mtgox and money

And was wondering what is happening with bitcoins and wire transfers? I live in Italy, but would like to know if this is a problem affecting only americans...

Also, I've noticed that in Usa, localbitcoins exchange mostly with cash by mail... What does this mean? That's it's safer to send money though an envelope there?
