SMOS vs Windows fan speed for RX 570 cards?

Hi,
So I got a bunch of RX70 cards that are doing around 60C at 18-35 %fan speed in Windows but when trying to get this in SMOS I get 96-100% fan speed for a temp of around 60C with the same overclock settings and 60C as the target temp.

Can someone explain if I can poke around and get this fan speed lower?

I have tried deleting and adding the rig again, I have tried on another USB stick with a fresh installation of SMOS and I've tried both Claymore v10.6 and v11.2...

Please help me out!
