IMO, localbitcoins.com would be much more helpful. In fact it is the most isolated solution between bitcoin and banking system, but still provide the exchange functionality between bitcoin and local currency

Some people need to receive money in the country, and some people need to send money out of the country, these people could meet at localbitcoins.com and receivers hand their bitcoins to senders and receive local currency, actually this will even break the international transaction limitation in certain countries

Not until there is an extremely cheap widespread device that can send Bitcoins person-to-person and a strong wireless internet connection there.

The country is in turmoil. Maybe when they're not in a constant state of civil war and unrest they can think about bitcoins.

To say that there is civil war is a stretch. I'd liken their situation with Pakistan or Iraq, they both have somewhat functioning governments but still have militants or rebels trying to control parts of the country.

The conflict in Somalia is literally called "The Somalian Civil War".

As you can see, Somalia's situation is far worse than Pakistan or Iraq.
