Did you upgrade to 3.0.5?
There was a bug in the previous version  and you could lose your coins

my electrum version was 3.0.2 on windows portable, i have one one of android on my cellphone.
my last real transaction is 4 days ago
This happened at 2am on Friday

If anyone could access my money, why not take all the bitcoin?

Basically at least 3 things could have easily happened which had lead to your loss:

1. You downloaded a malicious version of electrum
2. The vulnerability of your pre-3.0.5 version has been exploited
3. You have malware on your pc and since you are using the portable version you are way more exposed to theft.

Did you have your wallet open at the time of theft? And were you visiting websites in this timeframe?
Was your wallet password protected? If yes, was it a half-way decent password?
You should keep your wallet up-to-date. Do not use outdated version of any piece of software.

[3]
Is there any specific reason you are using the portable version?
The portable version is far more exposed to malware on your computer.
There is a security warning for the portable version on the electrum site. You can read more about that here: https://bitcointalk.org/index.php?topic=154451.0
Did you already scan your pc for malware? If so, which AV did you use? If not, go for it.

Thank you
I downloaded my software from main electrum site.
When this happened my system(pc) was off, and I was asleep at that hour.
My system is equipped with nod32 Antivirus and I have update it recently .

Now, Does this mean that this money  does not come back to my wallet?
What Am i doing?

crypto currency (including bitcoin) is not reversible, once a transaction is sent there is no way to get the coins back to the sending party. so it means, your bitcoins are lost and it is already in the hacker's pocket

I followed all the security tips
Why electrometers are not responding
I did not do anything with my wallet at the time of the transaction
After four days I opened my wallet and saw that it was 250 milli. less

 Sad Sad Sad

I downloaded my software from main electrum site.

That doesn't guarantee that you'll get that executable which you intend to download.
That is why i asked you to verify the signature of your electrum executable.

When this happened my system(pc) was off, and I was asleep at that hour.
I did not do anything with my wallet at the time of the transaction
After four days I opened my wallet and saw that it was 250 milli. less

This excludes the possibility of the recent bug being exploited in your case.

I followed all the security tips

Could you please outline which 'security tips' you exactly followed?

Now, Does this mean that this money  does not come back to my wallet?
What Am i doing?

Unfortunately, yes. There is no way of retrieving your money from the technical view.
You should find out how this exactly happened and prevent such cases in the future.

Hello. I am sorry about your loss, but consider it a warning. As you noticed, the transfer occurred when the wallet was not open and the computer was not on. One thing you might check is whether just one private key's funds were cleared out. Look under "coin control" if you have that tab, that would be interesting.

Your wallet is not secure, and you should move all funds out into something that is secure. Really you should do that as soon as possible. You might move to a new Electrum 3.05 wallet, as an example.

This is not complicated to do, and people will help.
