Why you think it is a great dev? As I know coin is mainly abandoend. Original developer that was not that great abandoned it. But It is a great cryptonote technology. An Monero clone.  But since Monero develops forwards so fast, it is of course staying behind a lot.  

For BipCoin to be huge it definitely need few great developers. But I doubt that ill ever happen.

With a market cap like that it can be worth a gamble but I wouldn't go investing a lot in to it. Any whale could buy out all of the coins if they really wanted to which is saying something about the size of it right now.
