Read the whitepaper of the project and examine the feasibility of the project yourself and decide accordingly. I think that's the most plausible method.

I learn about many upcoming ICO's from this forum. Many people write here and share good projects. I look through the bounty and even if I do not take part, but many are very promising. Pay attention to the signatures of the members of the forum. I also subscribed to several channels in the telegram. They also post brief descriptions of the upcoming ICO.

1. Just look at the announcement thread.

2. I guess people would skip the pre-ICO if they are not 100% confident that it will go well, if the ICO has raised a decent amount in the Pre-ICO then you have a higher success rate. To be a Pre-ICO investor usually you need to be a firm backer of the project and believe in it, because most ICO;s have a Pre-ICO lock on selling tokens.

1.  What is the best place to find pre-ICOs that are coming up?

2.  Why would someone skip a pre-ICO (and the bonus) and do the ICO instead?  Is it just because they didn't realize there was a pre-ICO until it was too late or is there a logical reason a person would intentionally skip the pre-ICO and wait for the ICO to invest in?
People may skip pre-ico due to different requirements at pre-ico stage (minimum contribution may be very high, or tokens may be locked up, etc...)
At ico stage there are lower caps usually.

1. ANN section, token section and ICO trackers are the best place to find it.

2. I really don't know. When I decide to invest in a project, I'm always for the pre-ICO because I want to maximize main gain.

Good analyzation is needed to find a good project to participate or invest in. There are many good projects that the ICOs are providing but for these projects to be the sucessdul tremendous base of the investors is needed. This forum provides necessary means to find a good project. You can always try to find some respectful site that is providing the more info about the current and the upcoming ICOs. Every ICO is providing the possible risk factor that must be taken into consideration when the investment is being made. Pre-ICO is quite new when it comes so it won't attract many newcomers to it if the whitepaper is not well presented to the people. ICOs are very risky but the good investment can bring you the nice amount of the profit when the sale ends and even after that.

There's a specific forum here called alternative coins announcement you can check there if there are new ICO then you can visit their ANN thread and white paper and try reading their platform I think with that you can assess of the ICO is going to work well or if it is a good investment to take. Last year has been a great year for many ICO I hope that happen again this 2018.

Both reasons are possible. It is possible that one would miss ICO pre sale because he never knew about it. It is still possible that he is aware but have not made his mind on whether to invest until after the presale.

Sometimes there is no much difference between pre-ICO and ICO, except that the price in pre-ICO is more attractive.
I don't understand why there is always a pre-ICO while they can do all fundraising in ICO.
