Nebulas has another consensus algorithm, thats not a kind of thing u can update in NEO.

Which will be better in future NEO or NAS?

Its hard to say, they differ considerably. If the new consensus algo will work fine, NAS will have andvantage in interraction with other blockhains. Also Nebulas has smart contracts compatible with ETH and other formats. I bet on Nebulas.

Why do the same developers create several coins? Thirst for profit and greed. Perhaps that's something the technology has improved.

Evolving contracts is another killer feature of Nebulas, compared to other third generation blockchains.

It is extremely hard to build a real-world software from scratch, development is always a process of tries, mistakes and bug-fixing. Ability to change smart-contracts and network algorithms without hardforks is essential for building complicated dapps.

Blockchain isn't simple app where u can't just update it to improve etc. So sometimes u really need to start from begin.

They've got the tech and the pedigree to be a great investment. If they just fix the easier things this coin will sky rocket.

Why NEO team created Nebulas NAS? Maybe they could improve NEO with the same futures as NAS? 

NEO is more important to the current economy and the currency can be used to replace some things in China once they get along with Cryptocurrency.
