Wdym up and down? You mean some order disappear or show up suddenly before it shows on the chart?
Maybe some bot is in actions, or some user decided to cancel their order.

Never see this issue before. Used Bittrex multiple times and it's quite fast. Not sure about now though. Did you have a fast internet connection?

Very strange. No one but you complained about this. You can check here: https://revain.org/exchanges/bittrex . Bittrex has more positive reviews and in general, a good reputation. So I think in your case, the problem comes from your ISP or your PC.

Perhaps because of three possible reasons. First thing, your internet connection could be unstable. Second thing, it could be because your deivce is lagging (due to running multiple apps wherein ram can't handle very well). The last possible reason is that their website is malfunctioning due to bug issues which I haven't encountered yet from my almost 2 years of experience in using Bittrex. If you're convinced that they are lacking the optimzation, better to shift to another exchange such as Binance, BitTrade, and etc.
