Well, we all know that Neteller is a reversible payment method as per their Terms of Use:
6.5.3 The amount of any Payment made to your Account will be credited to your Account balance, less any applicable Fees, on receipt. If a Payment credited to your Account is reversed by the sender prior to you performing a Transaction, the amount of the reversed Payment will be returned to the sender and no Fees will be owed by you.
6.5.12 If you receive funds into your Account that were not intended to be transferred to you, we will be entitled to remove these funds from your Account. (vague wording which should be treated with caution since it opens up a window of opportunity for scammers to claim the funds were not meant for you!)
I'm not sure how one can protect oneself from these risks. $18k is a large amount of money and I'm sure transferring it will not go unnoticed.
