yes you are right. Anyone can manage the bounty program . But the main problem is time . Nobody has got that much time to spend infront of the computer and count all the links and stakes of the participants. Dont think its a easy job. Trust me its the most difficult, boring and the tiresome job . thats why everyone hires a person to manage their bounty programs.
