Of course he is. He's asking in a nice way to get people to organize themselves for a pump and dump. Tried before by many, successful also by many. So people basically have to invest their own time and money to do this, and this will hopefully fomo others elsewhere to buy in also, and then when the dump happens, everybody gets 10k.

This is a scam, no doubt. The guy is newbie, he only posted this topic! Phoneum has nothing interesting, ProBit is a manipulated bad exchange! There is nothing good in this raffle! He wants to give 10K USD, But at first, he wants a big pump in Phoneum token! This is an absolutely shady attempt by the OP! I will trust his words if he shows us their wallet with 10K plus USD, and I am sure they won't do it.

Everything in this proposal seems very suspicious to me. If anyone gets any money at all, this is a very suspicious operation. I advise everyone to stay away from such price manipulations. While in the world of cryptocurrency pump & dump are quite common, do not forget that it is illegal activity after all.
