I was reviewing some studies in networking about BGP and came to my mind the "free rider problem".

In networking is practice when a packet arrives on your bgp area and the packet not belong to your network to send this packet out as soon as possible, otherwise somebody-else will get free ride on your infra-structure while you pay the cost of transit.

I was wondering if banks can get "free ride" on bitcoin network by send the minimal transaction... since miners will only get benefice of fee after 2140 ...
