Windows 10 - 6 GPUs no workie... only 5

Hi all - i just wanted to see if anyone could provide any tips and advice on getting my 6th 1080 ti to have enough free resources to be usable by Windows 10. i tried disabling everything like onboard vid, sound, serial ports. but i can't get the last card to have enought resources. is this a windows limitation?

the mobo is a gigabyte ga-z270p-d3
