Can a newbie become a merit source ?  Provided he has made those 10 valuable posts. Or this limited to higher rank members.

Merit sources tend to be higher ranked and trusted members who have a history of making quality posts. A newbie does not have that history of quality posts nor are they trusted. Those come with time and experience. Thus it is unlikely that a newbie would become a merit source.

first, it's not you who must make the 10 valuable posts, you must find 10 posts worth of merit

and I'd guess newbies can't be sources
If you want to be a merit source:

 1. Be a somewhat established member.
 2. Collect TEN posts written in the last couple of months that have not received nearly enough merit for how good they are, and post quotes for them all in a new Meta thread.
 3. We will take a look at your history and maybe make you a source.

I am especially eager to have merit sources in sub-communities such as the local sections.
