What’s going on with Ucoin Cash? Is Ucoin Cash a scam??!

Few weeks ago Ucoin Cash finished their ICO and since then we’ve not been able to withdraw both our BTC and Ether which we deposited there, they have a constant message saying we’ll be able to withdraw 48hours after launch of their local exchange but it’s been over 5days and I cannot withdraw my funds from there because they claim to be upgrading their exchange platform and yesterday there was news that the site was hacked and you could log into anyone’s account with password “123456”......Please I need answers if Ucoin Cash is a Scam.....”Is Ucoin Cash really a scam???”
