Can you still use cash to buy bitcoins from Walmart, cvs or any other retailer? I don't have a bank account and would like 16 bitcoins by tomorrow. thanks for all the help

You don't need a bank account to make a wire deposit, do you?
You can give cash to a bank, and ask them to proceed
