Yes, you can promote anything you want in your signature space, as long as it's legal of course.
For example, I am promoting an affiliate link of a website I like very much, 1 broker.

There is only one signature space every account so obviously....
And the numbers of characters depends on your rank, the lower your rank, the smaller characters you have. Newbie and jr members doesn't have anchor text in their signature space while the rest has.

But if you're referring to signature campaign then its no, I'd never seen any campaign do this.
