Is multi wallet use an exploit for airdrops?

Hello everybody, as you can see this is my first post here. Have been lurking for about a year.

My question is; Couldn't you create multiple wallets and accounts in order to receive multiple airdrops?

Im sure there is some kind of deterrent to this, but I haven't been able to find anything about it, and am just genuinely curious.
