They just keep coming again & again? Why doesn't Mods ban them?

My hates are those guys who sell illegal stuff online. It could be the email list, ID, passport or anything personal along with other illegal stuff.
I'm a serious hater! Believe me... I hope the community hates as well.

Last few days I've been reporting threads which were selling illegal stuff.
As far I remember I've reported some threads multiple times because they just come back again & again. When I reported, Mods deleted the thread but later they create another thread.

I have reported this user Voidlocke 1-3 times (not remember exactly), but tonight I saw he/she returned back again.

There are more members like them.

Now my question is, why Mods doesn't ban them?
They deserve a ban now because they are repeatedly doing the same thing even after their thread got deleted once or twice. Deleting a thread by a Mod means, "it's not allowed here", right? It's a warning.

Mods do ban them(depending upon each circumstance) and yet these people appear yet again with alts. I'd say either keep reporting them or ignore them. Choice is yours. Even mods can't do anything sometimes. People do abuse the forum's policies as in anonymity and multiple accounts creation. VPN and tor help them too.

That's sad fact but our mods are very busy, I think this forum needs additional new active moders and there are many good candidates if they wish to participate.
But also banning of their accounts won't solve a problem because it's very easy to obtain new ip adress.
But it worths to make job difficult for them and if I were mod, I would ban everyone who replies on their threads.
