It don't need the money, you just to reply someone at first to gain the experience is good for you to upgrade your account, and then you can post the new topic.

Did you make the payment?
You have made a post, so if you didn't pay,  that answers the question.

If you registered with an IP that has some evil points, you need to pay a very small fee. By evil points, it means someone did some kind of "evil" things using the same IP and eventually got banned. Evil points are commonly on proxies, are you using one?

Isn't he be a copper member for paying the amount needed for him to post? I had seen members with "cooper member" badge and as of my understanding they have to pay to get that kind of badge.

Copper membership is not for enabling users to post, not $4 and is certainly not mandatory. More info here: https://bitcointalk.org/index.php?topic=2385104

This is the case if you use a proxy (TOR) to work on the Internet. Use a white IP address to avoid such problems.

I’ve been through a lot just to make an account. I’ve waited a lot and wanting to give up on it. The best way to do is just pay for your evil points to be clear. They said it’s much more faster. But I personally didn’t do it. My friend got me one. He hunts for sellers of bitcointalk accounts just for me to have one. I gave you 2 option there, hopefully I helped.

It should be free but my friend had to pay a very small amount $2 because the IP was flagged.

It is still free but due to some rules like evil points IP is under observation then it is possible you to pay some small fee otherwise Bitcoin talk is free and huge community forum.

How do they determine those "evil IPs" and is paying really the only way out of it? Seems weird to me since I don't think newbies would want to pay just to be able to start posting newbie posts...

Honestly its hard to know if you didn't register so to determine that your ip has evil points better to try register with new account if you can't able to post and you have red bar upper of forum page including the note "how to enable your posting in forum"
Its a sign that your ip is ban or your ip has evil points..
Also check this thread by admin https://bitcointalk.org/index.php?topic=1215937.0
It includes the map which where you can see what place had evil points..

Decided to end it with zer0 profit.

Never know about that, if you use dynamic IP should just disconnect and reconnect to your ISP to get new IP and do registration, good to know about this
