Twitter account cannot be created - You are not allowed to perform this action.

Hello for some reason I can't create a twitter account - I only created one so far from different browser and now my sister wants to sign up and all we keep getting is "You are not allowed to perform this action." No explanation, nothing. We are using valid email address and valid password.. what to do?
