New buyers? Well, it is certainly possible. But in general it is advised to buy when the market is undergoing a slump and it is better to sell when the market is running high. In the interim, it is best to hold (or hodl as we in the crypto community call it popularly). As of now, with the great events that we saw in 2017, I would say that the BTC high is around $15000 and above. We have already seen the low of $6000 recently and now we are in the fag end of the low value. From $10000 we can consider it to be BTC's normal value and interim value between the high and low, where it is best to wait and watch.
However, there are people who would have got their finances ready now or that who is willing to invest now. In such a case it is fine to invest now and leave the investment in the market without touching it till it crosses $15000 mark at least before you sell. If one has patience then it is better to wait and watch till the value becomes double of their investment.
BTC investment is a long term one and as we know that the market is volatile it is better to buy latest at this price. Beyond this price, I would recommend investment only in Altcoins. Because investment when the market is high is not recommended much in a highly volatile market such as this. When we wait a little there are chances of us experiencing a small slump which will make it an ideal time for investment.
