If a company has a hardcap of something like 10M and a soft cap of 1M    normally in the presale do that let people contribute as much as they want meaning they can reach the 10m in the presale or do they limit the amount they raise in the presale?

Mostly they will stop the sale and will not proceed to hard cap if they already reach the 10M during soft Cap because their coins are limited to that 10M value only in which some times they will give the excess coins for free thru airdrop or bonus to save time and expenses. Lets say the soft cap already reach 9.5M, the ICO will declare to cancel the Hardcap and the difference of .5M will be given away for free.

It completely depends on what the company wants. There is no set rule. If they want, they can sell most of the outstanding tokens in pre-sale, but that will likely reduce the number of coin holders. It is important to spread the holding to increase popularity.

It varies from ICO to ICO. Some ICOs can raise all of their hard cap in presale itself while
most do close the presale after its limit is reached and then open the public sale for the balance.
Raising all the money in a presale is unfair to small investors so most ICOs  usually do not do that.

If in presale they allready reach the hardcap they will not do any crowdsale. The goal is reached so they will start working on what ever project they planed with that fund, maybe for token distributin they will wait until their token listing or something though.

Presale usually comes in several forms.
The first is not to limit the investment cap, so when a hard hat is reached, formal crowdfunding is cancelled.
The second is to set the investment limit, so the pre-sale only has a certain amount of investment.
