I do not know about your country, but you can try the following solutions:

 1. What payment methods accepted in your country? [Visa, PayPal, payeer, ...etc.] If any of these methods are available tryout localbitcoin.
 2. you can try those sellers https://localbitcoins.com/country/UG but remember to be careful when dealing with online sellers.
 3. Try searching for people who are interested in bitcoin through Facebook or any favorite website in your country.

The first advice I got for you to sell and buy bitcoins conveniently is to look for local exchanges first(exchanges accepting your fiat currency). To do just that, try to search in google "Buy and sell bitcoins in uganda". There should be some search results that will help you do just what you intend to, or there will be some guides that will help you find the best local exchange in your country. If there aren't any good search results, refer to the post above mine.

Why would it matter where you're from? Since most of the trading happens online, you can trade from wherever you like, if you have problems with some sites, use a procy/vpn. Or is it about converting fiat?

I would recommend you to use our Exchange Finder here: https://www.cryptowisser.com/exchanges/, pick the right one for you, then quickly check in the exchange's FAQ if residents/citizens from Uganda is somehow excluded from participation at such exchange. If not, go for it.

NB: The above recommendation does not take any Ugandan laws into account, but we are not aware of any that limits cryptocurrency trading.
