What is your offer for partners?
I don't think they have capital to invest.If they had,they would just hire an engineer to get stuff done and take some higher level members on-board.The ideal offer for the partner/developer would be a stake/equity in the firm depending on the role being played.This is just a  mere assumption based on common ways of doing so.

You want to develop an exchange from scratch? Or use an existing script? Could you fulfill the regulation to actually run an exchange? (I guess that is the biggest problem at all.)
