OK remounted cpu.  
I noticed having the 4 pins at the end of the motherboard power connector on improperly, but fixing that didn't give me any better response.  
Also I fixed the possible problem with the heat sink fan's motherboard mount.

Since I'm not seeing any way to tell which is the problem, do I send both back?

Probably the best option although the vendor will most likely only replace the faulty one. Alternatively if you know somebody nearby who has a spare motherboard that can take your CPU, you could verify with them first.

Yeah, that would be fine if they only replace the one...  but I'll take your advice again.  I emailed a local guy about helping me fix it, so I'll stop by and check out which I really need to replace.

That's perfectly OK, I would had been happy just for the fun of receiving my first non-mining BTC regardless of the amount Cheesy
