FIANCIA ICO asking for 0.1 eth from bounty hunters so they can receive payment

FIANCIA is asking for 0.1Eth from bounty hunters.
They said they are checking for validity of accounts because there are a lot of spammers and it will be returned upon distribution of coins.

Then I inquired in the telegram group chat and argued that "this is uncalled for, never heard of an ICO like this before"
And just like that, I was restricted and expelled from the group chat. So rude and unreasonable.
