Nvidia cards throttling at low temps

1080ti Palit Gamerock

When they run at 40-50 degrees, they max out and run stable at around 1936-1974mhz. As soon as they reach around 63 degrees, they start throttling and drop 50-70mhz from core, which results in less sol/`s.

Any idea why? Nvidia cards are supposed to throttle only at around 84 degrees

Not really they throttle way earlier.
