[BOUNTY + OID REWARD] - Opioid (OID) Coin Dev Fee w/ Team + Treatment Centers

We need to implement code in our daemon source file that allows 10% dev fees out of each miner payout. NOT transaction fees for standard sending/receiving. This is for solo mining and/or anyone mining on our daemon (pools running daemon as well). This 10% fee out of 500 (payout per block) goes toward our mission where 50% of each dev fee collected is sent to our partnered treatment centers. Seed node daemons need to be updated with new code. Looking for c++ (.cpp .h) altcoin blockchain expert. This fee is part of our protocol as a blockchain and code of conduct.
