 - You can do it yourself because you mentioned that you have a PayPal account, just link your PayPal account to Google Account.
 - You can use a prepaid card loaded by Bitcoin(spectrocoin,crytopay,...etc) and connect it to your account after verifying your identity.
 - move your post to Services section and ask a trusted member to do this service for an extra fee.

Yeah it's me.

There is no option to add Paypal as payment method in Google Wallet/account. But I will look into the other three solutions.
