It won't let me post on a second name with same ip

this is my primary. I couldn't get the name changed so I just made a new account. It's not letting me post from this account without a vpn, even then, it still won't let me post sometimes. Help?

please respond. I can just shut off my router and modem for a day to change it, but I really don't want to
