Hey all,

New to the forums here. Does anyone know if there are any programs to generate/manipulate wallets via the command line?

Alternatively, some kind of Bitcoin client in a major scripting language (JS, python, etc.). Not a trading library - just something able to replicate basic Bitcoin-qt functionality.

I think you can use bitcoind. It comes with Bitcoin-qt. Run bitcoind in one console, then when it is running, run bitcoind in another console with command line options.
